To implement Wuhan's strategic goal of accelerating its development as a National Convention and Exhibition Center City and an International Exchange Hub, the Wuhan Tianhe International Conference and Exhibition Center is now planned for construction.
As a national-level integrated exhibition complex, serving as a flagship venue to support the high-quality development of the exhibition industry in Wuhan. Its forms a core pillar of Wuhan’s "2+4+N" multi-tiered venue cluster. This initiative aims to advance the high-quality growth of the city’s exhibition industry. Concurrently, it will synergize with four regional venues—Optics Valley Sci-Tech Exhibition Center, China Culture Expo Center, Wuhan International Conference & Exhibition Center, and Wuhan New City International Convention & Exhibition Center—and collaborate with N specialized venues to establish a citywide exhibition network.
本次公開(kāi)征集目的是堅(jiān)持世界眼光、國(guó)際標(biāo)準(zhǔn)、中國(guó)特色、高點(diǎn)定位，征集具有世界領(lǐng)先水平、荊楚地域特色和可實(shí)施性強(qiáng)的國(guó)家級(jí)會(huì)展綜合體建筑概念方案。將武漢天河國(guó)際會(huì)展中心打造成集綜合服務(wù)平臺(tái)、文化展示窗口和經(jīng)濟(jì)樞紐功能為一體的“華中會(huì)客廳”，塑造成湖北省“建成中部崛起重要戰(zhàn)略支點(diǎn)”的有力支撐。
The purpose of this open solicitation is to adhere to a global vision, international standards, Chinese characteristics and a high-end positioning, and to solicit national-level architectural concept plans for the convention and exhibition complex that are world-leading, feature distinctive Jingchu regional characteristics and are highly implementable. It aims to develop Wuhan Tianhe International Convention and Exhibition Center into a "Central China Reception Hall" integrating the functions of a comprehensive service platform, a cultural display window and an economic hub, and serving it as a strong support for Hubei Province in establishing itself as a key strategic fulcrum for the rise of Central China.

Research Scope:
The research scope is the area enclosed by Airport First Passage, Airport Second Passage, Fuxian River, and the Ring Expressway, with a land area of approximately 19.57 square kilometers.
建筑概念方案設(shè)計(jì)范圍:
東含賓連路，南至航城大道，西至航城西路，北至華云街，用地面積約68.82公頃（含賓連路）。在滿(mǎn)足建筑功能要求的前提下，項(xiàng)目用地內(nèi)的交通組織、景觀(guān)環(huán)境、地下空間需統(tǒng)籌考慮一并設(shè)計(jì)。
Scope of Architectural Concept Design:
The project site is bounded by Binglian Road to the east, Hangcheng Avenue to the south, Hangcheng West Road to the west, and Huayun Street to the north, with a total land area of approximately 68.82 hectares (including Binglian Road). On the premise of meeting the functional requirements of the building, the traffic organization, landscape environment, and underground space within the project site shall be considered in an integrated manner and designed as a whole.
本次活動(dòng)旨在征集展現(xiàn)中國(guó)特色與武漢城市魅力，具有國(guó)際視野與先進(jìn)理念、富有創(chuàng)意、面向?qū)嵤┑膰?guó)家級(jí)會(huì)展綜合體建筑概念方案。
The aim of this event is to collect architectural concept schemes for a national convention and exhibition complex that showcase Chinese characteristics and the urban charm of Wuhan, feature an international perspective and advanced concepts, are highly creative, and are oriented towards implementation.
項(xiàng)目建成后將與武漢國(guó)際博覽中心共同發(fā)揮“雙核引領(lǐng)” 作用。與武漢國(guó)際博覽中心錯(cuò)位發(fā)展、功能互補(bǔ)、協(xié)同驅(qū)動(dòng)，助力武漢成為國(guó)家會(huì)展中心城市。
After the project is completed, it will work together with the Wuhan International Expo Center to play the role of "dual-core leadership". It will develop in a complementary and collaborative manner with the Wuhan International Expo Center, supporting Wuhan's development into a national convention and exhibition hub city.
（一）會(huì)展中心建筑概念方案設(shè)計(jì)
武漢天河國(guó)際會(huì)展中心概念方案設(shè)計(jì)整體規(guī)劃地上總建筑面積不超過(guò)72萬(wàn)㎡，包括展覽中心、會(huì)議中心、酒店及附屬配套。其中展覽中心地上總建筑面積不超過(guò)60萬(wàn)㎡，實(shí)現(xiàn)凈展覽面積不小于30萬(wàn)㎡；會(huì)議中心的凈會(huì)議室面積不小于1.5萬(wàn)㎡；酒店客房總數(shù)不小于500間。
(I) Architectural Concept Design for the Convention and Exhibition Center
The overall planning of the conceptual design for Wuhan Tianhe International Convention and Exhibition Center stipulates that the total above-ground construction area shall not exceed 720,000 square meters, including the exhibition center, conference center, hotel and supporting facilities. Among them, the total above-ground construction area of the exhibition center shall not exceed 600,000 square meters, with a net exhibition area of no less than 300,000 square meters; the net meeting room area of the conference center shall be no less than 15,000 square meters; and the total number of hotel rooms shall be no less than 500.
在方案征集階段應(yīng)達(dá)到建筑概念方案設(shè)計(jì)深度,設(shè)計(jì)應(yīng)包括(但不限于)設(shè)計(jì)理念、空間形態(tài)設(shè)計(jì)、建筑風(fēng)貌設(shè)計(jì)、豎向設(shè)計(jì)與交通組織、公共空間及景觀(guān)環(huán)境設(shè)計(jì)、地下空間利用、分期實(shí)施建議、初步運(yùn)營(yíng)思路、運(yùn)營(yíng)策劃、投資估算等方面內(nèi)容。
During the scheme solicitation stage, the depth of the architectural concept design shall be achieved. The design shall include (but not be limited to) the following aspects: design concept, spatial form design, architectural style design, vertical design and traffic organization, public space and landscape environment design, underground space utilization, suggestions for phased implementation, preliminary operation ideas, operation planning, and investment estimation.
建筑概念方案應(yīng)重點(diǎn)研究以下幾個(gè)方面:一是充分考慮與周邊重大功能及項(xiàng)目的聯(lián)系，包括天河國(guó)際機(jī)場(chǎng)、沿江高鐵武漢天河站、華中師范大學(xué)盤(pán)龍城校區(qū)等形成空間對(duì)話(huà)，針對(duì)研究范圍提出交通系統(tǒng)優(yōu)化、藍(lán)綠網(wǎng)絡(luò)構(gòu)建、空鐵聯(lián)運(yùn)組織等規(guī)劃策略；二是重點(diǎn)強(qiáng)化會(huì)展中心標(biāo)志性，充分體現(xiàn)地域特色，強(qiáng)化會(huì)展中心內(nèi)功能、交通、空間、景觀(guān)等方面的聯(lián)系，合理配置各功能空間比例，實(shí)現(xiàn)會(huì)展綜合體最優(yōu)運(yùn)營(yíng)效能，科學(xué)合理布局室外展場(chǎng)，確保室內(nèi)外展區(qū)高效銜接，并提出設(shè)計(jì)對(duì)策。
The architectural concept design should focus on the following aspects:
First, fully consider the connection with major surrounding functions and projects, including establishing spatial dialogue with Tianhe International Airport, Wuhan Tianhe Station of the Yangtze River High-speed Railway, Panlongcheng Campus of Central China Normal University, etc. For the research scope, put forward planning strategies such as transportation system optimization, blue-green network construction, and air-rail intermodal transportation organization.
Secondly, it is essential to emphasize the iconic nature of the convention and exhibition center, fully reflecting the regional characteristics. The design should strengthen the integration of functions, traffic, space, and landscape within the center, ensuring a balanced proportion of functional spaces. The aim is to achieve optimal operational efficiency for the exhibition complex. Additionally, the layout of the outdoor exhibition areas should be scientifically and reasonably planned, ensuring efficient connectivity between indoor and outdoor exhibition zones, with clear design strategies proposed.
整體設(shè)計(jì)應(yīng)體現(xiàn)國(guó)際化水準(zhǔn)，滿(mǎn)足會(huì)展功能需求與城市形象塑造。
The overall design should reflect an international standard, meeting the functional needs of the convention and exhibition center while shaping the city's image.
（二）會(huì)展中心運(yùn)營(yíng)專(zhuān)篇
方案編制聯(lián)合體須包含具備大型展館運(yùn)營(yíng)經(jīng)驗(yàn)的單位，并在方案中為設(shè)計(jì)單位提供以運(yùn)營(yíng)為導(dǎo)向的使用功能、配套功能、布局流線(xiàn)等專(zhuān)業(yè)建議，并對(duì)本項(xiàng)目提出市場(chǎng)運(yùn)營(yíng)理念,編制運(yùn)營(yíng)專(zhuān)篇。
(II) Special Chapter on the Operation of the Convention and Exhibition Center
The consortium preparing the plan must include units with experience in operating large-scale exhibition halls. In the plan, these units shall provide the design unit with professional suggestions oriented toward operation, such as on functional usage, supporting functions, layout and circulation, and put forward market operation concepts for the project as well as compile a special chapter on operation.
（三）征集方案成果的整合深化
以中選方案為核心，整合、吸納各方案的優(yōu)點(diǎn)和專(zhuān)家評(píng)審意見(jiàn)，形成高水平、可實(shí)施的方案，具體包括整合公開(kāi)征集優(yōu)勝方案、深化方案設(shè)計(jì)，提供可以指導(dǎo)初步設(shè)計(jì)的設(shè)計(jì)成果，具體事宜根據(jù)后續(xù)工作安排進(jìn)行協(xié)商。
(III) Integration and Deepening of Collected Scheme Achievements
With the selected scheme as the core, integrate and absorb the advantages of various schemes and expert review opinions to form a high-level and implementable plan. Specifically, it includes integrating the winning schemes from the open solicitation, deepening the scheme design, and providing design results that can guide the preliminary design. Specific matters shall be negotiated in accordance with subsequent work arrangements.
V. Registration Qualifications:
應(yīng)征人須為在中華人民共和國(guó)境內(nèi)、境外合法注冊(cè)的法人實(shí)體或由法人實(shí)體組成的聯(lián)合體，單個(gè)聯(lián)合體成員不得超過(guò)5家，聯(lián)合體牽頭人代表聯(lián)合體各方成員負(fù)責(zé)投標(biāo)和合同實(shí)施階段的主辦協(xié)調(diào)工作，且應(yīng)征人應(yīng)符合下述要求：
The applicant must be a legally registered legal entity (either domestic or foreign within the People's Republic of China) or a consortium composed of legal entities, with no more than 5 members in a single consortium. The leading member of the consortium shall represent all members of the consortium to be responsible for the hosting and coordination work during the bidding and contract implementation stages. In addition, the applicant shall meet the following requirements:
在中華人民共和國(guó)境內(nèi)注冊(cè)的勘察設(shè)計(jì)類(lèi)應(yīng)征人，須具有相關(guān)主管部門(mén)核發(fā)的建筑行業(yè)(建筑工程)甲級(jí)及以上設(shè)計(jì)資質(zhì)。
For applicants engaged in survey and design registered within the People's Republic of China, they must hold Grade A or higher qualification in the architectural industry (construction engineering) issued by the relevant competent authorities.
中華人民共和國(guó)境外的應(yīng)征人須具有所在國(guó)政府主管部門(mén)核發(fā)的企業(yè)注冊(cè)登記證明及所在國(guó)政府主管部門(mén)或者有關(guān)行業(yè)組織核發(fā)的設(shè)計(jì)許可證明；港澳臺(tái)地區(qū)的應(yīng)征人要求應(yīng)參照境外應(yīng)征人資格要求的規(guī)定。
Applicants outside the People's Republic of China must hold the enterprise registration certificate issued by the competent government department of their country, and the design license certificate issued by the competent government department or relevant industry organization of their country; the requirements for applicants from Hong Kong, Macao and Taiwan regions shall refer to the provisions on the qualification requirements for overseas applicants.
在中國(guó)境內(nèi)無(wú)分支機(jī)構(gòu)的境外應(yīng)征人，需與境內(nèi)具有建筑行業(yè)(建筑工程)甲級(jí)及以上資質(zhì)的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體投標(biāo)，并提供聯(lián)合體協(xié)議。在中國(guó)境內(nèi)有分支機(jī)構(gòu)的境外應(yīng)征人，資格參照中國(guó)境內(nèi)應(yīng)征人要求。
Overseas applicants without branches in China shall form a consortium with a domestic design institution that holds Grade A or higher qualification in the construction industry (construction engineering) to bid, and shall provide a consortium agreement. For overseas applicants with branches in China, their qualifications shall be subject to the requirements for domestic applicants in China.
應(yīng)征人應(yīng)具有與本項(xiàng)目的功能性質(zhì)相類(lèi)似的會(huì)展或展覽類(lèi)的規(guī)劃（策劃）、建筑設(shè)計(jì)及運(yùn)營(yíng)經(jīng)驗(yàn)。
4. Applicants shall have experience in planning, architectural design and operation of convention and exhibition projects similar in functional nature to this project.
5、應(yīng)征人擬派的首席設(shè)計(jì)師（項(xiàng)目負(fù)責(zé)人）須主持或參與過(guò)10萬(wàn)方以上大型公建類(lèi)（不包含居住、工業(yè)廠(chǎng)房、商業(yè)綜合體）建筑設(shè)計(jì)項(xiàng)目，并提供相關(guān)證明(包括但不限于合同、成果文件交付證明、甲方評(píng)價(jià)表等，格式自擬)。
5.The chief designer (project leader) to be assigned by the applicant must have presided over or participated in architectural design projects of large-scale public buildings with a floor area of more than 100,000 square meters (excluding residential buildings, industrial plants, and commercial complexes), and provide relevant certificates (including but not limited to contracts, proof of delivery of outcome documents, Party A's evaluation form, etc., with the format to be determined by the applicant).
VI. Registration and Pre-Qualification:
有意參加本次征集活動(dòng)的應(yīng)征人可通過(guò)電子郵件進(jìn)行報(bào)名，應(yīng)征人應(yīng)在報(bào)名截止時(shí)間2025年7月19日17點(diǎn)整（北京時(shí)間）前將報(bào)名申請(qǐng)文件（附件）發(fā)送至郵箱whcpzx2025@foxmail.com（1.所有文件須發(fā)送Word版和蓋章的PDF掃描版；2.郵件標(biāo)題應(yīng)注明應(yīng)征人名稱(chēng)和“武漢天河國(guó)際會(huì)展中心概念方案設(shè)計(jì)公開(kāi)征集”），報(bào)名機(jī)構(gòu)報(bào)名成功后，將收到資格預(yù)審文件（演示文件模板、資格審查表、評(píng)選標(biāo)準(zhǔn)表）。未通過(guò)以上方式報(bào)名獲取資格預(yù)審文件的，后續(xù)遞交的資格預(yù)審文件將被拒絕。
Applicants intending to participate in this solicitation activity may register via email. They shall send the Application Documents for Registration (Annexes) to the email address whcpzx2025@foxmail.com before the registration deadline, which is 17:00 (Beijing Time) on July 19, 2025. The following requirements must be met: 1. All documents must be sent in both Word format and sealed PDF scanned copies; 2. The email subject shall clearly indicate the applicant's name and "Open Solicitation for the Conceptual Scheme of Wuhan Tianhe International Convention and Exhibition Center". Upon successful registration, applicants will receive the Prequalification Documents, including the Demonstration Document Template, the Qualification Review Form, and the Evaluation Criteria Table.
Any prequalification documents submitted without having obtained the official Prequalification Documents through the above registration process will be rejected.

The organizing committee will arrange for the evaluation of the pre-qualification application documents submitted by the applicants, select 5 shortlisted design institutions to participate in the proposal formulation, and announce the results simultaneously via telephone and online channels.

VIII. Costs for Scheme Solicitation:
本次方案征集費(fèi)用均以人民幣支付（含稅）。
All fees for this scheme solicitation shall be paid in Renminbi (including taxes).
入圍設(shè)計(jì)單位提交的設(shè)計(jì)成果應(yīng)滿(mǎn)足設(shè)計(jì)任務(wù)書(shū)要求，經(jīng)專(zhuān)家評(píng)審委員會(huì)評(píng)審為有效成果的，將獲得相應(yīng)的應(yīng)征獎(jiǎng)金。其中，第一名方案的設(shè)計(jì)單位獲得獎(jiǎng)金人民幣200萬(wàn)元，第二名、第三名方案的設(shè)計(jì)單位獲得獎(jiǎng)金人民幣150萬(wàn)元，第四名、第五名方案的設(shè)計(jì)單位各獲得獎(jiǎng)金人民幣100萬(wàn)元。
The design outcomes submitted by the shortlisted design units shall meet the requirements of the design brief. Those rated as valid outcomes by the expert review committee will receive corresponding application bonuses. 第一名中選方案的設(shè)計(jì)團(tuán)隊(duì)需依據(jù)專(zhuān)家意見(jiàn)并綜合各方案優(yōu)點(diǎn)對(duì)方案進(jìn)行優(yōu)化整合，后期優(yōu)化整合費(fèi)用另行協(xié)商。
The design team of the first-place selected proposal shall optimize and integrate the proposal based on the experts' opinions and by incorporating the advantages of various proposals, and the later optimization and integration fees shall be negotiated separately.

1、設(shè)計(jì)機(jī)構(gòu)保留參賽所提交的建筑概念設(shè)計(jì)方案的署名權(quán)，主辦方享有全部獲獎(jiǎng)的概念設(shè)計(jì)方案除署名權(quán)外的版權(quán)，供主辦方用于本次競(jìng)賽工作的后續(xù)整合深化。未經(jīng)主辦方同意，獲獎(jiǎng)概念方案設(shè)計(jì)機(jī)構(gòu)不得將獲獎(jiǎng)方案用于其他項(xiàng)目。主辦方有權(quán)對(duì)所有獲獎(jiǎng)設(shè)計(jì)方案成果進(jìn)行無(wú)償使用，包括在評(píng)審結(jié)束后公布評(píng)審成果，并通過(guò)傳媒、專(zhuān)業(yè)雜志、專(zhuān)業(yè)書(shū)刊或其它形式介紹、展示及評(píng)價(jià)概念方案設(shè)計(jì)效果圖。所有應(yīng)征方案文件在評(píng)審后不退還應(yīng)征單位。
1.The design agency retains the authorship rights to the architectural concept design proposal submitted for the competition. However, the organizer shall hold the full copyright to all award-winning concept designs, excluding the authorship rights, and may utilize them for the subsequent integration, refinement, and development of the competition-related work. Without prior written consent from the organizer, the design agency of any award-winning proposal is prohibited from applying the winning design to any other projects. The organizer reserves the right to use all award-winning design results without compensation, including but not limited to the publication of the evaluation results post-competition, and the introduction, exhibition, and evaluation of the concept design renderings through media outlets, professional journals, books, or other formats. All submission documents will not be returned to the participating organizations after the review process.
2、設(shè)計(jì)機(jī)構(gòu)應(yīng)保證設(shè)計(jì)成果中所有內(nèi)容均為設(shè)計(jì)機(jī)構(gòu)原創(chuàng)，不得包含任何侵犯第三者知識(shí)產(chǎn)權(quán)的資料。如發(fā)生侵權(quán)行為，將由涉及侵權(quán)的設(shè)計(jì)機(jī)構(gòu)自行承擔(dān)一切法律后果。主辦單位提供的所有基礎(chǔ)資料（包括：文字、圖紙、電子數(shù)據(jù)等）均受版權(quán)保護(hù),僅為本次征集活動(dòng)使用，不得作其它用途，未得授權(quán)任何人不得將內(nèi)容復(fù)制、改編、分發(fā)、發(fā)布、外借、轉(zhuǎn)讓?zhuān)駝t將依法追究其相應(yīng)法律責(zé)任。
2. The Design Institution shall guarantee that all content in the submitted design results is original and created by the Design Institution, and shall not contain any materials that infringe upon the intellectual property rights of a third party. In the event of any infringement, the Design Institution involved in the infringement shall solely bear all legal consequences.All basic materials provided by the Organizer (including but not limited to text, drawings, electronic data, etc.) are protected by copyright. These materials are intended for use exclusively in this solicitation activity and shall not be used for any other purposes. Without authorization, no individual or entity may reproduce, adapt, distribute, publish, lend, or transfer the content; otherwise, they shall be held legally liable in accordance with applicable laws.
3、本次方案設(shè)計(jì)征集活動(dòng)結(jié)束及獎(jiǎng)項(xiàng)公開(kāi)之前，設(shè)計(jì)機(jī)構(gòu)或其設(shè)計(jì)人員未征得主辦單位的書(shū)面許可，不得以任何方式披露、公開(kāi)或展示設(shè)計(jì)成果、設(shè)計(jì)方案和設(shè)計(jì)效果圖，否則將依法追究其相應(yīng)法律責(zé)任，并取消其參與本次征集活動(dòng)的資格。
3. Before the conclusion of the design solicitation activity and the public announcement of the awards, the design agency or its personnel shall not disclose, publicize, or showcase the design results, proposals, or renderings in any manner without obtaining prior written consent from the organizer. Any violation of this provision will result in legal liability, and the design agency will be disqualified from further participation in the solicitation activity.
4、相關(guān)知識(shí)產(chǎn)權(quán)條款及細(xì)則以后續(xù)簽訂的合同條款為準(zhǔn)。
Relevant intellectual property clauses and details shall be subject to the contract terms signed subsequently.
5、本次報(bào)名和征集活動(dòng)將在公平、公正、公開(kāi)的原則下進(jìn)行，如有糾紛，將按中國(guó)現(xiàn)行法律、法規(guī)，通過(guò)友好協(xié)商或仲裁程序解決。
This registration and solicitation activity will be conducted under the principles of fairness, impartiality and openness. In case of any dispute, it shall be resolved through friendly negotiation or arbitration procedures in accordance with the current laws and regulations of China.
6、本次征集活動(dòng)最終解釋權(quán)歸主辦方所有。
The organizer shall reserve the final right of interpretation for this solicitation activity.
